The Amendment II leadership is comprised of the following industry leaders.
General Robert C. Oaks (USAF), Ret., Chairman
Robert Charles Oaks is a retired U.S. Air Force General who served as commander of Air Training Command and United States Air Forces in Europe. His command positions included the 391st Tactical Fighter Squadron, Mountain Home Air Force Base, Idaho; 86th Tactical Fighter Wing, at Ramstein Air Base, Germany; Allied Air Forces Southern Europe, in Naples, Italy; Air Training Command, Randolph Air Force Base, Texas; and eventually, United States Air Forces in Europe, Ramstein Air Base, Germany. He also held several key planning and personnel staff positions at headquarters U.S. Air Force, The Pentagon, Washington, D.C., U.S. Air Forces in Europe. He retired as a four-star General and Commander and Chief of U.S. Air Forces Europe and NATO Central Europe in 1994 after serving 34 years. Following his retirement, Oaks was employed at U.S. Airways as Senior Vice President until 2000, when he retired and was appointed a general authority of The Church of Jesus Christ of Latter-day Saints (LDS Church), where he served until 2009.
Jon D. Tingey, CFA is a principal of Tingey Advisors, Inc., a Registered Investment Advisory firm. Tingey Advisors, Inc. provides investment management services for individuals as well as institutions. Jon is a Chartered Financial Analyst (CFA), which is a rigorous professional designation for portfolio managers and security analysts.
Prior to joining Tingey Advisors, Inc.; Jon was a Vice President and Investment Group Team Leader for Wells Fargo Bank (Utah). At Wells Fargo, Jon managed the investment process for the Private Client Services Group which included customers that were both high net worth individuals and institutions.
Prior to joining Wells Fargo Bank, Jon was the Chief Executive Officer of ANSCO Technologies, Inc. computer cable and connectivity company.
A former President of the Salt Lake City Society of Financial Analysts, Jon is a graduate of the University of Utah where he earned a Bachelors Degree in Finance with a Chinese minor and also a Masters Degree in Business Administration.
Jon currently serves on the Board of Directors of Amendment II and is an Executive Board Member of the Granite Education Foundation.
Jon is married and is the father of five children.
Duke Williams, Major, USA (Ret.)
During his career as a Medical Service Corps officer in the US Army, Mr. Williams
worked in medical operations, healthcare administration and healthcare finance,
ultimately managing the $10 billion Army Medical Department (AMEDD) Program
Objective Memorandum and Budget preparation. After his retirement he served
as Regional Business Development Director and then as an Operations Manager
for SAIC. He now works as a consultant to the Chief Information Officer of the
AMEDD and leads their efforts in strategic planning, performance measurement
and strategic communications. He graduated from Brigham Young University and
completed graduate degrees in Management from Webster University and Healthcare
Administration from Baylor University. He also serves in the Thank a Warrior
Foundation bringing recreational opportunities to veterans and their family members.
